Bismillaahir Rahmaanir Raheem
so let's take the four things to be accomplished, one after the other;
-illalladhiina aamanu- except those who believe
...believe in what exactly?
well, everything.
Allaah doesn't specify anything here it means those who believe in everything.
but before explaining this, in the actual context it also means those who believe first and foremost that they are drowning- those that have a sense of urgency,- So its about realizing " I don't have Much time, I better put my acts together"
So when we actually realize this, then we want to do what we have to do to save ourselves before its too late.
and to believe in general has three main parts;
* believing in Allaah
* in the message (which encompasses the messengers, Angels and the book)
* in the hereafter (judgement/being accountable for our deeds)
when we Truly believe that Allaah is the ultimate authority, and only one worthy of worship then we submit and accept that the instructions have to come from Him and we just obey, we don't argue with His decree, His decisions, His commands, we have hope in Him and yet fear Him because we know about Him. and we have absolute conviction that what He commands us to do is best.
an example of someone who had this kind of conviction and belief is Yusuf Alayhi salaam- had it not been for His belief and absolute conviction he would've fallen into the temptation, knowing no one was ever going to find out, there were no hidden cameras or anything, but He knew Allaah and He feared Him and the Imaan He had, had saved him.
